Job Summary
The Team
The Ministry of Social Development and Poverty Reduction's Application Modernization Program (AMP) is aimed at advancing the modernization of the Ministry's core Management Information System (MIS). The MIS mainframe is integral to various business functions, including the processing of income assistance applications, eligibility assessments, benefit calculations, payment distribution, and financial management. The objective is to transition the existing mainframe-based functionality to modern infrastructure and applications.
The Role
The Full Stack Developer plays a key role in modernizing the Ministry's legacy systems, working closely with a diverse, cross-functional team under the guidance of the Senior Full Stack Developer. This role involves designing and developing modern applications, managing both front-end and back-end tasks, and ensuring seamless integration with existing systems. The developer is committed to fostering an inclusive environment by incorporating diverse perspectives and feedback throughout the development process. Additionally, they collaborate with vendors and stakeholders to ensure the new systems are accessible and meet the needs of all users, reflecting the Ministry's commitment to equity, diversity, and inclusion. The developer also contributes to system documentation, user training, and ongoing system refinement to support continuous improvement.

Qualifications:
Education and Experience Requirements
- Bachelor's degree in a computer science related field and two (2) years of related experience; OR
- Diploma in a computer science related field and three (3) years related experience; OR
- Certificate or coursework in a computer science related field and four (4) years related experience; OR
- An equivalent combination of education and experience may be considered.
Related experience includes ALL of the following:
- Experience as an Intermediate Full Stack Developer including frontend (e.g., Angular, React, or Vue) and backend (e.g., NodeJS, Python, .NET Core) technologies.
- Experience using a variety of modern development tools, such as HTML, CSS and JavaScript libraries; relational and non-relational database; API development and integration and continuous development environments.
- Experience with containerization technologies such as Docker, Kubernetes or OpenShift.
- Experience with version control technologies in an open-source environment.
Preference may be given to any of the following:
- Experience in developing and deploying applications on AWS or other cloud platforms, including familiarity with cloud services and infrastructure management.
- Experience with automated Continuous Integration and Continuous Deployment (CI/CD) pipelines, covering development, testing, production, and monitoring stages.
- Experience in networking principles, data exchanges, and configuring web servers.
- Experience implementing test-driven development practices to ensure high-quality and reliable code.
- Experience with modern web design practices including mobile-first development and creating accessible websites.
- Experience working within agile frameworks such as Scrum or Kanban, including participation in sprints, stand-ups, and iterative development cycles.
